I can see how a "real time" balance would be helpful. LoveToKnow is an information-only site and not affiliated with Chevron or any other credit card issuer; so, you might want to consider suggesting your idea to Chevron through their customer service reps.

It would be neat if their was a way to access your account balance as far as credit used and amount available in real time.

You need to contact your credit card issuer immediately. They can block the usage of your card and limit your liability.

I lost my card and there have been charges on it what can i do about this? can they find out who been using my card?

You should immediately call Chevron and report your lost card. They can be reached at 1-800-243-8766. They will be able to help you decide whether you should cancel your current card and reissue a card to you with a new account number.
