The North Carolina State Employees Credit Union (NCSECU) serves employees of the state of North Carolina. This credit union is insured by the National Credit Union Administration (NCUA) and offers a variety of credit card options for members.
Membership Eligibility
The ability to open an account with North Carolina State Employees Credit Union is only open to people eligible to join. Credit unions serve certain segments of the population, and cannot offer membership to people who do not meet eligibility requirements. Credit cards issued through NCSECU are only issued to members.
In order to be eligible for membership with NCSECU, applicants must meet one of the following criteria:
- North Carolina state employees
- Federal employees directly involved with state projects
- Members of partnering organizations
- Immediate family members of current NCSECU members
- Current members of the North Carolina National Guard
- Other organization as dictated by the NCSECU membership charter
If you would like to apply for a credit card through North Carolina State Employees Credit Union you must first find out if you are eligible to join the credit union and open a share account. This grants you membership into the credit union and allows you to apply for all loan products including credit cards.

This credit union offers a wide variety of debit and credit card options.
Prepaid Visa Gift Card
NCSECU sells prepaid Visa gift cards for $1, which is a competitive price for prepaid gift cards sold at financial institutions. The gift cards are available for any amount starting at $20 to as much as $500, and work similarly to a credit card. Once the gift balance is depleted, the card is no longer valid.
Debit Cards
Two different debit cards are offered through NCSECU to members:
- CashPoints Debit Card
- Visa Check Card
While the CashPoints Debit Card can only be used with merchants participating in the Interlink point of sale and ATM system, the NCSECU Visa Check Card can be used with any merchant accepting Visa cards. Funds are debited from the checking account.
Visa Credit Cards
The NCSECU Visa credit card features an interest rate that is dependent on the credit score and credit history of the applicant. The lowest interest rates are quite competitive, while the higher interest rates for members with blemishes on their credit reports can be quite high.
The Visa does not have an annual fee. Cardholders can request to have their photos placed on the NCSECU Visa as an added layer of protection against credit card fraud. The grace period for payments on this card allows for cardholders to avoid paying any interest fees as long as the balance is paid in full each month.
Fees associated with this card include:
- Late payment fee of $5
- Exceeding credit limit fee of $10
- ATM transaction fee of seventy-five cents per transaction
- Foreign currency fees based on a percentage of the transaction amount
There are also additional fees for cash advances, and interest is charged on balances that are not paid in full within the grace period.

Current cardholders can also use the same methods in order to request a credit line increase or to inquire about questions regarding their NCSECU cards.
